SWTOR, being an MMO, is a game I found myself setting up custom keybindings for very quickly. This page shows where I have landed on Keybinding most of my menu's and quick bars to. I do not use the mouse in combat in game. In fact, the mouse is only picked up when I need to click on something, or fix the infernal camera angle after a map load.
Below highlights my number pad arrangement for quick bar usage. The base number pad is used for Quick Bar 1 (Primary Abilities). Quick Bar 2 uses ALT + THE NUMBER or SIGN to activate Quick Bar 2. Quick Bar 3 is key bound to CTRL + THE NUMBER or SIGN, ect. Note that Quick Bar 6 just has three shown above, the ZXC keys. Quick bar 6 is unkeybound and has things like mail box, repair droid, stim ect on it. The TEMP QUICK BAR is bound to the text navigation keys.

I would suspect your keybinding choices will be wildly different from mine. The important part is to have everything you need to hit with in easy reach. At the time of writing this, SWTOR does not have specific controller support without the help of a third party app.
